Now, being a stupid bitter/clinger, what I got out of this is that he is promising the Russians that he will do something after HIS election that will benefit the Russians, that he cannot do before the election because Americans would dislike it so much that it would put the real results of the November election in jeopardy. And then no one would believe it if he won anyway. All that he needs for Putin to do is to play nice until after he gets re-elected, then he can continue to undermine the security and economy of the US with impunity. So Putin needs to hold off being aggressive until then. Because the re-election is a done deal.
The hardest part is trying to look surprised afterward.
