The US Census Bureau is charged with determining how many people there are in the country. To assist it, the Model State Vital Statistics Act of 1942 was passed to make more uniform the methods that it was using to determine residents. This was then adopted in all state-level vital records agencies. The territory of Hawaii began using this in 1950. The policy mandates that the birthplace shown on a birth certificate is entered as the result of the mother’s place of residence, not the location of the occurrence of the birth.
The VSUS Report states: “The compilation of natality and mortality data on the same geographic basis as the population census requires a complete reallocation of births and deaths to the place of residence. When this reallocation has been made, it is then possible to compute resident rates.”
Obama’s 1961 “Certificate of Live Birth” which has yet to be made available for examination, would state that his birthplace was in Hawaii no matter where he was born. His birth affected the population of the community as far as the Census department was concerned and the Census Department determined the standards which were used for documenting public records. They were particularly conscious of the fluctuation of residency that occurred in “resort states” such as Florida, Nevada, and Hawaii. Seasonal migration was able to be arbitrarily ignored for the tabulation of census data.
So it was federal policy that the records that are so carefully now NOT being released are actually quite useless in determining Presbo’s meeting the qualification of having been a natural-born citizen.
